The original piece is required alongside the Perfected Lining components, so you'll have to invest some resources to get this to work. (Note, some armor sets are solely available as Epic, like the Cimmerian armors.) You then need to put down an Improved Armorer's Bench and assemble the higher-tier armor components (Layered Silk, Hardened Leather, Layered Fur). #1 - You need to have both the knowledge of the armor, and its Epic variant to begin with.
